Infrastructure

Our goal in Infrastructure is to advocate to ensure that Local Government attains the funding and resources required to facilitate provision of appropriate roads and transport infrastructure services to local communities throughout the State, irrespective of geographical location, socio-cultural and economic circumstances.

The key issues within this Policy Area include:

  • Aerodromes
  • Heavy Haulage
  • Public Transport
  • Rail and Freight
  • Roads
  • Road Safety

These are subject to review and prioritising by the Policy Team consisting of Cr Bill Mitchell (Team Leader), Cr David Boothman, Cr Ian West, Cr Lawrie Short, Cr Steve Martin, Cr Kevin Trent & Cr Simon Broad.

RoadWise Program

RoadWise

RoadWise is the Western Australian Local Government Association's Community Road Safety Program and has been in operation since 1994.

RoadWise aims to contribute to the long term vision of the Road Safety Council in eliminating road crashes as a major cause of premature death and injury, by increasing community support, partnerships and participation in the implementation of Towards Zero: Road Safety Strategy 2008-2020. ROMAN

The Association has responsibility for managing ROMAN (Road Management System) on behalf of the owners Main Roads and IPWEA. ROMAN is used by all Local Governments for their road inventory data and condition data.

Report on Local Road Assets and Expenditure

Local Government’s manage 72 percent of roads in Western Australia. This annual Report enables Government and the community to determine the source of road funding and application of these funds to the upgrade, maintenance and renewal of the local road network. Data is presented on a local and regional level.

State Road Funds Agreement

The Agreement provides Local Government with an allocation of funds based on a percentage of the vehicle licence fee revenue incorporated in annual funding appropriations by the State Government to Main Roads Western Australia. It guarantees a level of funding that Local Government can use to plan for the future, determine project priorities so that funds made available are allocated to projects and works of the highest priority, resulting in funding provided being used in the most effective and efficient manner possible.

Review of the State Road Funds to Local Government Agreement and development of a new Agreement.

The current State Road Fund to Local Government Agreement expires in July 2010. To inform the development of a new Agreement, WALGA has commissioned the ARRB (Australian Road Research Board) Group to review the current State Road Funds to Local Government Agreement and developing recommendations for a new Agreement.

ARRB is undertaking a number of activities including:

    • Review and identification of funding principles
    • Review and identification of funding principles apparent in the existing Agreement and recommendations for funding principles, funding for the new Agreement and funding distribution within the new Agreement.
    • Review and identification of funding principles driving other road agency funding agreements nationally
    • Consideration of Austroads Guides and recent ARRB experience
    • Review and identification of Local Government road needs and funding drivers
    • Analysis of past (five years) Local Road funding
    • Consideration of purchasing power compared to relevant price indices
    • Scenario modelling based on vehicle class types
    • Methodology for minimum fund allocation
    • Distribution of funds based on category and within categories with consideration to minimum allocation vs. actual allocation
    • Categorical funding allocation
    • Identification of categories of under-expenditure and over-expenditure
    • Analysis and rationale for fund allocation
    • Information from stakeholders
    • Review of distribution methodologies
    • ARRB Life-cycle Costing Model
    • Sensitivity and risk analysis
    • Final recommendation for fund allocation
    • Review of governance arrangements
    • Review existing Governance process
    • Recommendations for fund administration process
    • Key Performance Indicators (KPI)
    • Recommendation to measure trends in real funds

Questionnaires were sent to all Regional Road Groups seeking feedback on the Agreement.

In addition a workshop was held in February with the Chairs of the RRGs, sub groups and Technical Groups and Main Roads staff and a further workshop is planned for March. The aim of this work is to develop recommendations for a new Agreement for consideration by the sector based on research and feedback from the Regional Road Groups.
