The WA Local Government Association is the voice of Local Government in Western Australia. As the peak industry body WALGA advocates on behalf of the State's 141 Local Governments and negotiates service agreements for the sector. WALGA is not a government department or agency.

At this breakfast Anthony Quahe from Civic Legal will discuss and clarify some of the key employment law issues regarding the position of employees in the event of an amalgamation.

Issues covered will include the enforcement of local planning schemes following a change in land ownership in regards to the decision of the State Administrative Tribunal in Lafou Pty Ltd v Town of Claremont, how recent Supreme Court decisions on planning may shape planning practice going forward, and the main issues for Local Governments arising from the State Government’s ‘planning reform agenda’.

The Local Government Reform Forum held on Tuesday, 9 February was attended by more than 400 Local Government Representatives.  Representatives from key political parties addressed the forum including Minister for Local Government, Hon John Castrilli MLA.

The forum produced a nine-point communique which included a resolution of no confidence in the current State Government-initiated process.  The full communique is available here

Local Government in Western Australia is currently pursuing structural reform to better serve the economic, social and environmental needs of communities. The reform process was initiated by the Local Government sector itself and has already resulted in greater resources sharing and amalgamations of some Councils.

A central part of Local Government’s approach to reform has been unprecedented research and analysis as part of the WALGA Systemic Sustainability Study.

The State Government announced its own reform plan last February and has required all Local Governments to submit amalgamation proposals by the end of September.

WALGA and the overwhelming majority of the Local Government sector in WA support the need for reform but are adamant that participation needs to be voluntary to ensure community support and help enhance the prospect of any changes being sustainable in the long term.

Local Government in Western Australia has a long-term plan for the sustainability of the sector.
Endorsed at a State-wide Forum of about 300 Local Government representatives, the plan is now available to download.

Titled The Journey: Sustainability into the Future, the plan is the final report of WALGA's Systemic Sustainability Study process that involved more than four years of research, analysis and consultation.
